Rape and sexual assault are historically underreported crimes. Various factors, including shame and fear, often deter women and men from reporting the crime. In addition, rape laws vary widely, and in some countries the victim can be blamed for the assault, further decreasing the likelihood that the crime will be reported. Rape and sexual assault cut across age and gender lines. Rape and sexual assault can happen to children, women and men, although women typically the victim. In war torn countries, rape has been used as a weapon of war. In June 2008, the UN Security Council passed measure 1820 which states that “sexual violence in conflict zones is a matter of international peace and security” thus recognizing rape as a war crime.
