Permanent Reserves are on Reserve all year long. They can be on Reserve because they are for multiple 'semester' class Reserves, or because of its high usage, or both.
Temporary Reserves definition
Temporary Reserves are only on Reserve for a 'Semester', and are generally for specific Class Reserves. After the semester is over, it is taken off Reserve, and is available for regular circulation.
